Immigration Reform May Finally Be Near

Yesterday, the Associated Press announced that key
senators in both parties and the White House had
agreed to an immigration program overhaul. The plan
would create a temporary worker program to bring
new arrivals to the U.S. A separate program would
cover agricultural workers. New high-tech
enforcement measures also would be instituted to
verify that workers are here legally. The compromise
came after weeks of negotiations between
Democrats, Republicans and the administration.
MNLA members, in partnership with the American
Nursery & Landscape Association, have long been
active lobbying on this issue. ANLA, MNLA and others
will continue to lobby to attempt to see this proposal
moved forward into law as a means of securing an
adequate workforce for the green industry.

2007 State Legislative Session A Good One for MNLA

Nearly all of MNLA's legislative priorities have been
enacted this year. The governor has signed
legislation to improve invasive species control
(emerald ash borer, gypsy moth, etc.); better position
the state for urban reforestation if a major infestation
does occur; allow contractors to obtain a pesticide
applicator license for aquatic situations; and added
money to the Minnesota Grown budget. Yesterday,
the Minnesota House passed legislation that would
improve enforcement of the Power Limited Technician
license and hopefully the Senate will do the same
before the session closes. The June issue of The
Scoop will have a complete rundown.

Nursery Inspection: Issues & Quarantine Updates

As the weather warms and spring busts out, the
nursery inspection staff begins the inspection season
by focusing on the first nursery stock shipments from
out of state to detect any unwanted pests that could
hitch a ride. The vast majority of stock is healthy, pest
free and is properly inspected, certified, handled and
stored to maintain a quality product that satisfies
customers and ensures future purchases.
Unfortunately, there are some vendors who don't know
and don't seem to care about proper handling and
storage of stock.
